To appoint Willmott Dixon Construction Limited from the Places for People Group Limited’s Major Works Framework Agreement dated 9 May 2018 to undertake a feasibility study for the Strand / Cambray Place Public Realm Improvements project.

Reasons for the decision:

The Council needs an estimate of the works required and a programme for design and works together with the completion of other activity in RIBA stages 0 and 1.

 

A feasibility study stage is offered by the Places for People Group Limited’s Major Works Framework. This Framework has been found by the Council to be suitable for delivery of the project. The feasibility study will be produced free of charge other than third party costs for advice and surveys.

 

The project is one of a number which will deliver the Council’s key priority to continue the revitalisation and improvement of our vibrant town centre and public spaces.

Alternative options considered:

The Council has considered alternative procurement approaches including its own tender process, mini competitions under Framework Agreements and other direct award versions.

 

The Council has examined two Framework Agreement options in detail assessing their processes for making a direct award and the potential contractors to whom the award would be made.

 

The Council has determined that the Places for People Group Limited’s Framework Agreement with direct award offers best value and an efficient procurement approach.

Consultation has been undertaken with the Leader of the Council, the Cabinet Member for Development and Safety, and the Project Board for the Strand and Cambray Place Improvements. The Project Board includes leads from Gloucestershire County Council, Publica Procurement, Publica Finance and One Legal. The Council’s Property team were consulted in the options evaluation process
