To vary the inter authority agreement for the Places of Safety Domestic Abuse Services Project changing the lead council from Forest of Dean District Council to Tewkesbury Borough Council and to insert an additional clause advising that the role of lead council may be carried out by any of the other councils with the prior written approval of all participating councils.

The Places of Safety project is a result of a successful funding bid to the DCLG which secured £500,000 of funding to finance Greensquare / Gloucestershire Domestic Abuse Support Service to lease 12 two bedroom properties across Gloucestershire (2 properties in each authority) for the purpose of providing emergency self –contained places of safety accommodation units with support from Gloucestershire Domestic Abuse Support Services.

An officer decision was made on the 14^th January 2016 to enter into an inter authority agreement appointing the Forest of Dean as the lead authority and CBC agreed to collaborate in the delivery of service associated with the Places of Safety Domestic Abuse Services project along with the remaining 5 district councils within Gloucestershire.

Following this an inter authority agreement for domestic abuse services project Places of Safety was entered into by Cheltenham Borough Council and the 5 other district councils within Gloucestershire and the Forest of Dean district council were appointed as  the lead authority.

However due to staff changes it has been proposed that Tewkesbury Borough Council will now take over the lead authority role for the Places of Safety project.

The council will seek to ensure there is a seamless delivery of services as the lead authority transfers between different authorities.
