Decision:

To enter into a contract Rand Associates Consultancy Services for the purposes of undertaking stock condition surveys for all of the housing stock and energy performance surveys for dwellings that do not have a valid energy performance certificate (EPC).

Reasons for the decision:

To meet the Social Housing Regulator's expectation through the new consumer standards for Landlords to have, and keep up to date, an accurate record at individual property level of the condition of their stock it is necessary to enter into a contract with a third party to undertake these surveys this financial year.
CBC's housing stock has previously been subject to stock condition surveys on a 5-year rolling programme and whilst the data is not considered poor, it is old and to meet current best practice a complete new data set is needed.
A procurement exercise has taken place and following receipt of nine bids which have been evaluated, Rand Associates have been selected. This decision notices provides the relevant authority to enter into contract.

Alternative options considered:

For CBH to undertake the surveys in-house, but this alternative was rejected due to in sufficient resource and expertise/qualification to undertake the energy performance surveys.
CBH also considered not proceeding with the project however this was rejected due to the fact that ‘knowing your stock’ is considered an essential requirement under the new consumer standards for landlords.
